It will need to be signed by your client as is with the exception of your entering the amount of the debt and your clients name. We believe that we should be paid on this matter and put in a position to pay your client within the next couple of weeks to 30 days at maximum. However, the certificate says 90 days. Cyberlux is committed to making the payment as soon as it has the money to be able to make that payment ether from HII or separate financing. Thanks for your assistance and I'm happy to discuss at your connivence but the sooner we get this piece of this matter cleaned up the sooner Cyberlux will be in position to pay your client. 4 April2025 4:35PM Watts says HII demand for signature should assure payment and Cyberlux will pay when paid. Alternative stated is reporting refusal so HII places money in interpleader, where litigation/clearance takes months,to protect HII from liability. This is Watts characterisation of HII intent and alternatives, not HII direct statement.

Is that good enough. If not we can just tell HII that your client refuses to sign the Certificate and they will post the money to pay your client in an interpleader where it will take months to get it litigated and clear. Their reason for doing that is to assure that they have no liability to your client. Hope that makes sense. Chuck Sent from my iPad

To the extent Creditor has commenced or taken any administrative or judicial action against any HII Parties, Creditor represents and warrants that it has taken all necessary action to withdraw, dismiss, or otherwise permanently terminate such action(s) prior to execution of this Certification Form. 6. Creditor agrees that it will not commence or otherwise participate in any action against any HII Parties to attempt to collect any amount asserted to be owed to Creditor by Cyberlux.

Case 3:25-cv-00483 Document 1-8 Filed 06/24/25 Page 11 of 13 PagelD# 96 Mark Kane From: Watts, Chuck <Chuck.Watts@greensboro-nc.gov> Sent: Friday, April 04, 2025 4:35 PM To: Mark Kane Subject: Re: Certificate I'm not sure what assurances you need but the fact that HII is demanding that your client sign the certificate should be pretty good assurance that we should be paid and when we get paid, we will pay your client.
